Kim “KC” Campbell
Flying in the Face of Fear: Courageous Leadership & Teamwork to Elevate Performance
We are thrilled to announce that retired Air Force Colonel and accomplished fighter pilot Kim “KC” Campbell will serve as the Tuesday Keynote speaker at the 61st Annual NCMS Seminar. Kim “KC” Campbell retired after 24 years of service in the U.S. Air Force, where she distinguished herself as a fighter pilot and senior military leader. With over 1,800 hours flown in the A-10 Warthog, including more than 100 combat missions in Iraq and Afghanistan, she played a critical role in protecting ground troops. In 2003, Kim was awarded the Distinguished Flying Cross for Heroism after successfully recovering her battle-damaged aircraft following an intense close air support mission. Kim’s most recent role was serving as the Director of the Center for Character and Leadership Development at the U.S. Air Force Academy. David Cattler
DCSA Director
Overview of DCSA Updates
David Cattler became Director of the Defense Counterintelligence and Security Agency (DCSA) on March 24, 2024. He leads a global workforce of around 12,000, steering the agency’s strategic transformation. DCSA is a vital national asset, integrating industrial security, counterintelligence, personnel vetting, and training to protect the U.S. and its allies. Before DCSA, Cattler served as NATO’s Assistant Secretary General for Intelligence and Security and as Deputy Assistant to the President for Regional Affairs at the National Security Council. He was also a senior advisor to the Director of National Intelligence in roles focused on regional and military intelligence. Earlier, he led counterterrorism at the Defense Intelligence Agency and served on the Joint Staff. Cattler began his career as a naval surface warfare officer aboard the USS Antietam and USS Chancellorsville, later working in naval intelligence roles. He holds degrees from the U.S. Naval Academy and Georgetown University and is a graduate of several advanced defense and intelligence programs. His service has earned him numerous U.S. and foreign awards for excellence and partnership in defense and intelligence.
Matthew Redding
DCSA Assistant Director of Industrial Security
Overview of the Changing Operational Environment and Industrial Security Mission Area Updates
Matthew D. Redding has served as Assistant Director of Industrial Security at the Defense Counterintelligence and Security Agency (DCSA) since February 28, 2022. In this role, he oversees the daily operations of the agency’s industrial security mission. Before joining DCSA, Mr. Redding was Deputy Director of the Individual Assistance Division at FEMA, managing over $5 billion in recovery budgets and supervising more than 5,000 personnel. He also led national logistics operations during the COVID-19 response while serving at the National Response Coordination Center. Mr. Redding is a retired U.S. Army Colonel with 31 years of service. His final military role was as an Assistant Professor at the National Defense University, where he developed a curriculum on the Land Domain of Warfare, covering military operations, innovation, national security and defense strategy, and cyber strategy. A three-time combat veteran, he held key leadership roles, including Chief of Current Operations at the Pentagon, Chief of Staff in Germany, and commander of logistics and support units in Europe and Afghanistan. He holds master’s degrees in Strategic Studies and Supply Chain Management.

As the President of the Blue Angels Foundation, he donates part of his earnings to initiatives aimed at preventing veteran suicide, demonstrating his strong commitment to the well-being of his community.
