John Gilligan is President of Gilligan Group, a Virginia-based consulting company specializing in government information technology. He has over 25 years of managerial experience in leading large information technology organizations. He has expertise in business strategy, organizational innovation, program implementation, and cyber security. Recently, he was a member of the Obama-Biden Transition Review Teams focused on information technology within the defense and intelligence communities.

Prior to starting Gilligan Group, Mr. Gilligan was Senior Vice President & Director, Defense Sector for SRA International. In this role he was general manager of SRA's defense business. Before joining SRA, Gilligan held a number of senior executive positions in a 24-year government career. His last government position was as the Air Force Chief Information Officer (CIO), the principal advisor to Air Force leadership on information management, business processes, and information technology (IT) standards.

Previously, Mr. Gilligan served as the CIO for the Department of Energy, where he led the Year 2000 efforts for the nation's energy sector and directed IT management strategies, policies, and practices for the Department, including information protection. He also held the positions of Air Force Program Executive Officer for Battle Management and Command and Control; Director of Resources, Deputy Chief of Staff for Command and Control, Communications and Computers (C4); Director of Software Architecture and Policy, Deputy Chief of Staff for C4; and Deputy Director, Worldwide Information System Program Office at Hanscom Air Force Base.

Gilligan has received numerous awards, including the Meritorious and Distinguished Executive Presidential Rank Awards; the Distinguished Civilian Service medal, Joint Chiefs of Staff; and the Decoration for Exceptional Civilian Service.

Mr. Gilligan is also a member of several boards and advisory groups including the Software Engineering Institute; the Cyber Security Commission to Advise the 44th President; HDT Engineered Technologies; Schafer Corporation; DSA; the Center for Internet Security; Armed Forces Communications and Electronics Association; the Senior Advisors to Government Executives (SAGE); and the National Academies of Science Panel for DoD IT Acquisition.
