At this year’s national seminar we will be presenting an “FSO 101” series of workshops for those security personnel who are new to security.  These workshops will address specific requirements associated with common aspects of most security programs.  In an effort to enhance your seminar experience and to enable you to more easily understand and assimilate the information presented in the workshops, we are offering an optional Monday seminar session. This session will be presented by Mr. John P. Waller of JPW Security Solutions. John will introduce you to our chosen profession, the history and origins of our security regimes and regulations, classification management, the National Industrial Security Program (NISP), the various security disciplines and common security terminology that will be used in the various workshop sessions.

Mr. Waller will introduce the attendees to the Presidential Executive Order (EO) which is the genesis of all requirements for the classification, declassification, and safeguarding of national security information. He will help you understand how there is a constant on-going debate on the necessity of keeping information secret versus more transparency in government operations and how this pendulum changes depending on the political philosophy of the administration in OFFICE.  Topics Mr. Waller will cover include:

         The evolution of National Security Executive Orders since 1940

         Terminology used in the Executive Order

         Purpose of the Executive Order

         Specific contents of the Executive Order

         The impact of the EO on classification/declassification decisions

         How the EO affects you as a Security Professional

John will also explain the classification system put in place by the Executive Order.  Specifically:

         The litmus tests that information must meet before it is eligible for classification

         The classification process

         Who are Original Classification Authorities and what do they do?

         The purpose of Security Classification Guides and the big problem we have today with SCGs

         How we in Industry derive our authority to label information as classified

         Our responsibility to challenge classification decisions and the rationale behind this edict

         The three ways information is declassified and the reason declassification is so important to us as Security Professionals

         The purpose of classification markings, why incorrect marking is one of our major deficiencies in the security world today and how the lives of our war fighters are endangered because of our inability to properly mark classified documents

         The three levels of classification and why their subjectivity is an issue of concern

         What four things must be in place before a person should be given access to classified information and how the new concept of “information sharing” is changing all the rules

         What you can do to ensure you have a strong classification management program

John will share with us his thoughts about the skills, characteristics, attributes and techniques used by the most successful security professionals. He will give you tips on how to effectively gain employee buy-in to the security program and senior management support as well as ways you can make yourself a more valuable member of your organization. You will learn how to take your Security Program beyond mere compliance to a level where you routinely receive commendable and superior on your inspections and become competitive for the James S. Cogswell award.

Finally, in this session, John will briefly explain the various security disciplines (physical security, operational security, information security, IT systems security, communications security and personnel security) and talk about the FSO 101 workshop topics which will enable you to better decide which ones to attend.

Mr. Waller is the NCMS 2005 Donald B. Woodbridge Award winner; a certified Industrial Security Professional (ISP); a Master Training Specialist; a former NCMS Board Member; a former Chapter Chair; a former FSO,  ISSM, and COMSEC Custodian; and during his tenure as the Director of Security, his company was the recipient of four James S. Cogswell Awards. His 40-plus years of security experience and knowledge will enable you to maximize your learning experience at our seminar and will enable you to better comprehend and relate to your workshop experiences.
